Operator for Red Hat certified secondary scheduler : GA

Goal:

The goal is to develop Red hat certified secondary scheduler operator . This operator will work as delivery model for scheduler developed by partners/community

The operator will have following capability 

• This operator will certified and supported by Red Hat
• Will be provided via operator hub 
• This operator will not be installed by default
• All the scheduler delivered via this operator will be installed as secondary operator 
•  We should be able to track many times a scheduler is installed via this operator
