The Descheduler operator needs to provide some configuration for the profiles which enable `LowNodeUtilization` to set different thresholds than the current 20%/50% hardcoded defaults.

This can be either in the form of additional profiles which provide other hardcoded values (for example, "low - 10%/30%", "medium - 20%/50%", "high - 40%/70%"), or simply expose these as 2 new integer options in the Descheduler CRD.

As part of this, we should reach out to customers who have requested this feature to ask specifically what values they are trying to use.
