New rules for SB to Azure to detect Spring Config Server Connection and Eureka connection string.

Looking at the PR that has been contributed it generates a Eureka Technology Tag.
We need to be ensure that the Tag not only appears on the Application List but is appropriately categorized so it appears on the Technology Reports.
