JDK 17 "removed-classes-00000" is not working properly

      When running the tests on JDK 17, both "Pack200.Packer" and " Pack200.Unpacker" missed one match as reported in the next screenshot

      When running on JDK 11 both those lines trigger the rule as expected.

      Once fixed, the "removed-classes-test-00000" must be restored to have the "<iterable-filter size="7">" applied again.

      A similar issue happens with rule "removed-packages-00010" that fires only 3 times instead of the expected 4: the "BinaryTree exampleTree;" statement is missing the hint.
