This is related to the JIRA https://issues.redhat.com/browse/WINDUPRULE-894
which mentions that eap8-faces rules should fire in both the cases when source technology is either eap6 or eap7.

But it doesn't fire the rules in eap7 -> eap8 scenario.

This is observed during MTR 1.0.1 testing.
