The windup-ruleset project contains a very comprehensive set of tests for all of the rules within the project.

There is an established mechanism for simulating test java archive files that are used to drive the tests. However in some cases actual archive files, rather simulated files have been added to the repository.

This is problematic as it can lead to security alerts being generated by our internal build systems relation to antiquated test files. 

These actual jar files need to be removed and replaced with simulated test files.

This has been created as an Epic so that we can have distinct Tasks for each migration path involved.
