The quarkus1 target rulesets were created for Quarkus minor upgrades within major Release 1.
The rules are redundant and the quarkus1 target is now a source of confusion.
So to these rules are to be moved to a new rules-archived folder that will result in the quarkus1 target being no longer visible within the application.
