Create new Technology Tag called 'Spring Web' using the following when criteria 

dependency groupId="org.springframework" artifactId="spring-web" OR Project artifact groupId="org.springframework.boot" artifactId="spring-boot-starter-web OR dependency groupId="org.springframework" artifactId="spring-web"

Test data can be copied from rules-reviewed/quarkus/springboot/tests/data/springboot-web

Create a new rule in rules-reviewed/technology-usage/embedded-framework-technology-usage.windup.xml

That searches for the new 'Spring Web' technology tag and creates a technology-identified named 'Spring Web'

with Tags:

There are many Spring related technology tags that all have the suffix (embedded). However we intend to remove all of those embedded suffixes as the make the tags unnecessarily long. And it is clear from the tech reports that they are in the horizontal Embedded tier.
