Create new Technology Tag called 'Spring Shell' using the following when criteria 

Project artifact groupId="org.springframework.shell" artifactId="spring-shell-core"

Test data can be copied from rules-reviewed/quarkus/springboot/tests/data/springboot-shell

Create a new rule in rules-reviewed/technology-usage/embedded-framework-technology-usage.windup.xml

That searches for the new 'Spring Shell' technology tag and creates a technology-identified named 'Spring Shell'
