Test data can be copied from rules-reviewed/quarkus/springboot/tests/data/springboot-cloud-config

Create a new ruleset rules-reviewed/technology-usage/configuration-management-technology-usage.windup.xml

That searches for the new 'Spring Cloud Config' technology tag and creates a technology-identified named 'Spring Cloud Config'
