A new rule should be added for app migration to JBoss EAP 7.3, as followup of JBEAP-16148:
- WHERE: application maven project depends on Artemis client artifacts artemis-jms-client, and does not depends on org.jboss.eap:wildfly-client-properties
- PERFORM: hint that a dependency to org.jboss.eap:wildfly-client-properties must be added, providing link to related section in EAP 7.3 Migration Guide
