Enhance rule with session externalization

Hi Janine,
i found out that there's a new very interesting article in Red Hat Developers that can be very useful for a cloud-readiness rules set.
The article is about Externalized HTTP Session in an OpenShift 3.9 Environment and i think we should add it session-00000 rule about "HTTP session replication (distributable web.xml)".
