    Description

<jonvila> I'm thinking more on the way that ignored files are needed to speed up the process with some rules, but probably not with all rules
<jonvila> or simply having something in the definition of a rule that says "Use ignored files for this rule"
<jeichler> this definition would actually be great!
<jonvila> that would work for all the rules that we can think of now and in the future
      <jonvila> oki
<jeichler> because that would also open up the rules to define kind of a "search for that everywhere" which can be really useful if you think of containerization and 3rd party libs which e.g. use JNI code. rihgt now we dont detect that

This is a follow up story on the analysis outcome of WINDUPRULE-12

After this story has been finished, we can make the necessary changes to complete WINDUPRULE-12
