In 3.0.0.CR1, weblogic-ejb-jar.xml files get both a hint and a classification with 3 effort. In 2.7.0.Final, they just get the clsf. There shouldn't be a hint and classification that both have effort for the same issue.

There are also conflicting classifications set by the ResolveWebLogicEjbXmlRuleProvider java rule and the weblogic-xml-descriptor-04000 rule. The java rule sets a clsf with 3 effort; the xml rule sets one with the same title and 0 effort that gets overridden/ignored.
