Enhance rule for static hardcoded IP address to check "localhost" too

We have

org.jboss.windup.rules.apps.java.ip.DiscoverHardcodedIPAddressRuleProvider

for recognition of hardcoded IP addresses, but there is still a room for enhancements to look for localhost too.
