Replace level of effort description with the verbose versions

Replace short effort descriptions ("Trivial", "Complex", etc) with the full versions. Mapping is as follows:

0 - Info
1 - Trivial change or 1-1 library swap
3 - Complex change with documented solution
5 - Requires re-design or library change
7 - Requires architectural decision or change
13 - Unknown effort
