For catchalls (APIs that are vendor specific but don't contain any rules) it would be interesting to automatically generate a Windup Rules file that is stubbed out with the catchall clauses. This would allow users to quickly write Windup rules for the non-hinted Java APIs that are vendor specific.

In other words:
For each catch-all match, there would be a generated XML rule with values taken from the matched line, so the rule author could copy'n'paste this pre-generated rule and fill it with specific description, links, effort points etc.
