This is to allow Windup to base time estimates based on actual experience.

The use case is to allow a user to enter the amount of time it actually took to migrate an item identified by a rule.

Then when the rule is fired again it will be able to draw from this data to estimate the time it will take to migrate.

Estimated time required should show, number of data points, min, max and average and an ability to see these by experience level.
