Current TreeMap implementation which reads everything to the map takes too much mem and causes OoMEx.

Also Fix the line format to G:A:[P:[C:]]V compatible with Forge's Coordinate. Also see FORGE-2230.

Also, the SkipArchives rule is missing, it only loads the data.
