Rule:

./rules-xml/target/classes/legacy/org.jboss.windup.rules.apps.xml.legacy.XmlJonasConfig.windup.xml

This rule only matches on the public id, however it appears that the XmlFile condition will not produce any results for a query that has no XPath. I'm not sure if this indicates that there is a bug in the rule or if the XmlFile condition itself needs to be updated to handle this scenario. I also have not looked to see if other rules have this deficiency.
