      When a customer was trying out Azure AppCat, they encountered the following error:

      > appcat-cli --help
      Using the CLI at C:\azure-appcat\bin\..
      Using Java at C:\Java\jdk-17
      Error occurred during initialization of boot layer
      java.lang.module.FindException: Module java.se --add-opens=java.base/java.lang=ALL-UNNAMED --add-opens=java.base/java.util=ALL-UNNAMED --add-opens=java.base/java.util.stream=ALL-UNNAMED not found 

      JRE information:

      Azure AppCat haven't changed the binary, so same thing would happen in WindUp
