The CRS/Eclipse Plugin has always been downloaded the from the JBoss tools site.
However the place to download it will be changing to the Eclipse Market place.
That change is being managed via https://issues.redhat.com/browse/WINDUP-3736

The change will be required to Section 2.1 Step 5 which is currently worded:
In the Location field, enter http://download.jboss.org/jbosstools/photon/stable/updates/mtr/ and click OK.
