Discrepancy between number of issues in new pf4 reports and csv export file

      the csv export file for each application contained a row for each issue incident in v5.3.0 and v6.2.0. This is no longer the case.

      steps to reproduce:

      1) analyse AdministracionEfectivo.ear in the cli

      2) go to the reports, on the application page click on the issues tab, showing 147 incidents for the application.

      3) Click on the Export CSV buttton and examine the generated csv file

      4) There are only 67 rows in the file.

      Incidents in the report not included in the csv file are `embedded-framework-libraries-04000`,  `embedded-framework-libraries-02000` ,  `springboot-di-to-quarkus-00000` , `springboot-generic-catchall-00100` (but this one confusingly appears in the csv for some sb tech and not others, not appearing here with `spring-aop`, ` spring-asm` and  `spring-expression`, but appearing for `spring-core` and `spring-context`), and finally rule `DiscoverWebXmlRuleProvider_1`
      as well as all the rules in information category.
