Description: Running analysis on a configuration for the first time without setting the windup-cli doesn't show the option to download the cli, instead it shows an error.

      How reproducible: Always

      Steps to reproduce:

      1. Create a configuration
      2. Make sure the windup-cli is not configured
      3. Run analysis

Actual results: An error is thrown to the user indicating the windup-cli executable is not configured

Expected results: The user should get the option to download the cli
