The Web UI distribution relies upon the Keycloak overlay feature that has been removed from Keycloak. We will need to provide an alternative deployment model for the Web UI for the next release.

Have an unauthenticated user experience. But provide a script that would allow authentication to be enabled. That potentially starts keycloak in a container or as a separate process. New deployment model TBD.
