Neither "Save" nor "Save and Run" is enabled when some change is made in Custom rule or custom labels

On editing any project and making any changes to custom rule or label , the Save and Save and Run buttons remain disabled.

For example : If you add a new custom rule or delete it or add a new label or enable/disable any rule or label . You cannot run analysis again .

Workaround : you can run it from analysis configuration page
