When using the Web Console the analysis gets stuck at discovering packages

When attempting to use the MTA CLI in Windows to run analysis on the same ear file :

(Windows 11 Pro, version 10.0.22000 Build 22000

recently updated from 10, don't know if it's related)

a. "mta-cli.bat --listTargetTechnologies", is showing nothing

b. ""mta-cli.bat --input D:\RedHat2\Cases\TDCC\Migration\BRS\BRS_vob1\EAR\brsear.ear --output D:\RedHat2\Cases\TDCC\Migration\CLI_Reports\ --target eap:7 openjdk",
is showing
