MTA Static Reports - Redesign

The MTA static reports looked dated. They need to be modernized to improve their presentation and be more engaging for users of MTA. The purpose of this Jira is to initiate that redesign process.

Not all of the reports are of equal importance so the ones that should be designed as a priority are:

1. Application List
2. Technologies (bubblemap)
3. Issue
4. Issue Show Rule
5. Source Report
6. Technologies (grid)
