RFE: We should not be able to "Enable" a rule with invalid file name

      Upload a file under rules with invalid file name like rhamt(1).xml
      It shows that the file is invalid on UI
      but it can be enabled as shown in screenshot attached.

      Also , Can we add a tooltip for the supported file types in rules and label page
