The exportCSV does not generate a csv file of issues if the skipReports parameter is present.
The reason is that the CSV export generation is now withing one of the analysis Reporting phases of the analysis. This is so the link to teh csv file can be added to each application in the Analysis List Report.
As a workaround we have suggested to allow the reports to be generated but use a script to delete the unwanted outputs.
