4.3.0.Beta1 distribution issue

This only happened once and I have been unable to recreate it

The Global Custom Rules can appear in the Project level select custom rules panel.
I created a project, select 3 EAR files to analyze
Allowed the package seslection process to complete
Added and selected a Project Custom Rule
Added and selected a Project Custom Label
Ran the Analysis - all good at this point
Returned to the Analysis configuration and added a Global Custom Rule.
On hitting back to return to Analysis Config screen the Global Custom Rule was present in the Project 'selected' Custom Rule panel on the right hand side of the screen
