windup-web-deploy-snapshots build: add "webpack.environment=production" option

Add the "-Dwebpack.environment=production" to the windup-web-deploy-snapshots build just like the windup-web-release build has.
In this way we will be able to know if the Web UI build works with the release options without having to wait for the release itself to happen.
