windup-web-distribution README contains a link to an obsolete build script

The script windup-web-dist-build.sh referenced from the README is to script is out of date
A new windup-local-build-scripts github repo has been created.
The README needs to be changed to reference the Script within that repo.
Equally the README for the windup-distribution should contain a link to the equivalent script for building the CLI
