There should have a way to declare certain per-ruleset meta info.
E.g. short ID of the addon (can also be used for the namespaces).

This may be either static (static resource file), or dynamic (some interface impl).
Dynamic could be able to reply to callbacks, i.e. working lazily, which may come handy in case of big data in the ruleset (e.g. 10000's of entries in a resource, or such) needed to be queried by some core functionality. (No actual use case in my head yet.)
