Inconsistency between the layouts of the generated reports and web console UI in a responsive state (mobile/small screen)

The layout of the generated reports is not consistent with the Web Console UI as the page:

1) the Burger Bar is not centered horizontally and should be at the left side instead of the right one (generated reports)

2) the navigation of the Web Console in a responsive state seems broken (all entries are highlighted marked active in blue) (created JIRA WINDUP-1781 for that, since it is different issue).

In both cases the side navigation take the whole width of the page instead of looking like http://www.patternfly.org/pattern-library/navigation/vertical-navigation/#/design
