Per-ruleset configuration API

      Different rulesets will need different configuration.
      E.g. the server rulesets will need the location of servers to examine.

      Currently, configuration is in stored in WindupConfigurationModel.
      It already contains ruleset specific data: inputPath, scanJavaPackages, excludeJavaPackages.

      For the user input, I suggest this syntax to be used for CLI:

      --conf.<rulesetID>.<property>=<value>
