Windup-eclipse plugin cannot launch windup executable due loosing executable permission

    Description

      The change of windup launching brings an issue with windup executable loosing executable permission.

      The built org.jboss.tools.windup.runtime-3.1.0-SNAPSHOT.jar has got it, but later when tycho plugins is expanding it it loses the executable permission.

      The error on linux is 

      SEVERE: Execution failed (Exit value: -559038737. Caused by java.io.IOException: Cannot run program "/home/mnovotny/projects/git/windup-projects/windup-eclipse-plugin/tests/org.jboss.tools.windup.core.test/target/work/plugins/org.jboss.tools.windup.runtime_3.1.0.v20161213-0058/windup/windup-distribution-3.0.0-SNAPSHOT/bin/windup" (in directory "."): error=13, Permission denied)
