      This wasn't supported:

            </when>
            <perform>
                <iteration over="1">
                    <when>
                        <not>
                            <has-hint />
                        </not>
                    </when>

      because for FileLocationModel, HasHint only counted hints at the first line [1,1] rather than the whole file.
