      Description

      It has been a while since containerd has been updated. We should use the latest stable release, at the time this is 1.6.15.
      hcsshim will need to be updated as well as containerd is dependent on it.

      Acceptance Criteria

      • Windows nodes use containerd 1.6.15
      • Windows nodes use an updated hcsshim
