Machine Nodes follow same upgrade path as BYOH nodes

      Description

      When a Windows node associated with a Machine is upgraded, the Machine is being deleted and recreated. This is causing a large delay as the new VM is being provisioned. Machine backed Nodes can instead follow the same upgrade procedure as BYOH Nodes, being upgraded in place.

      Engineering Details:

      • Machines still need to be deleted if there is a userdata change.

        Acceptance Criteria

      • Machines are not deleted in case of WMCO upgrade, unless new userdata is required.
      • All existing tests pass
