Description
WICD is unable to stop services which have a running service dependent on it. For example, WICD is not be able to stop and update the kubelet service if the hybrid-overlay-node service is running.
Acceptance Criteria
- WICD is able to update a service which has a running dependent.

- Example scenario: kubelet service log level is changed by a user, node is reconfigured by WMCO, expect kubelet to be returned to the correct log level.
