Description

WMCO is not picking up any changes in the kubelet args for the cluster, and is instead just getting the args upon WMCO start time. If one of the args we care about changes, we need to update the arg in the windows-services configmap.

Acceptance Criteria

• When a new rendered worker machineconfig is created, any relevant changes are reflected in the windows-services configmap
