Make the CCM job optional and set a periodicity

This is a placeholder ticket that came out of the WINC sprint retrospective towards an effort to reduce the number of config and platform specific jobs in the WMCO repo.

Description:

Make the CCM job optional through the release repository so that it will not run on every PR opened.

Instead add a periodic  job that runs at a specific interval for the state of the WMCO repository at that point in time.
