Description

WICD needs to be able to execute powershell scripts and replace variables in a service's command with the output.

Engineering Details

This should be done using the controller runtime functions available to us. This is the same as is done within WMCO.

Acceptance Criteria

• WICD correctly replaces command variables given in the `powershellVariablesInCommand` array within Windows service configmaps
