As part of WMCO developer, I would like to bring sdn-overlay ( CNI) contained specific changes into win-overlay CNI.

Acceptance criteria:

1)Make sure WMCO is able to create PODs with win-overlay CNI
2) Traffic works in East-West as well as North-South.
