      Description

      As a WMCO user, I want to add feature flag to enable containerd support only for  community operator.

      Engineering Details

      We enable feature flag only for community operator so that  WMCO 5.0 will continue to use docker as runtime.

      Acceptance Criteria

      WMCO community operator uses containerd as default run time

      WMCO 4.x and 5.0 will use docker as run time.
