As a WMCO user, I want to quantify the cpu and memory resource limitations for the WMCO controller manager.

This is a followup story that came up during the most recent OSDK upgrade. Adding resource limits for controller manager was skipped during upgrade so that cpu and memory limitations can be properly identified for the WMCO pod.

Engineering Details

Come up with resource limits quantity that satisfies WMCO needs and add to config/manager/manger.yaml.

Example:

  resources:
   limits:
    + cpu: 200m
    + memory: 100Mi

Acceptance Criteria

• Reasonable defaults are taken from operatorSDK
• Create a new story to update cpu and memory fields with quantities to be added to config/manager/manger.yaml under resources
