As a WMCO user, I want  make sure upgrade path from older wmco version works smoothly 

Description

Current WMCO windows nodes uses docker-runtime as default runtime. when we move to containerd as default runtime , we need to verify upgrade path works smoothly. Installing docker runtime is one of the pre-request so we will not uninstall docker runtime service or images. once we upgrade, we need to verify pods are running and images are pulled and stored by containerd.

Acceptance Criteria

 Existing upgrade test cases should pass without any regression.

if required add new test case in which we can validate following
 1) make sure kubelet points to contained runtime
 2) contained service up and running
 3) Create POD and make sure it is up and running
