As a WMCO developer, I want annotations to be replaced by labels wherever necessary so that we are able to utilize them efficiently for filtering out nodes.

Description

WMCO uses annotations to add BYOH metadata to the Windows nodes, which could be replaced by labels which allow you to identify, select and operate on Kubernetes objects.
This will enable in using the label to filter out the nodes.

Acceptance Criteria

BYOH annotations are replaces with labels.
All the previous anotation usages are modified to use labels instead of annotations.
