Deconfigure Docker container runtime in WMCO

      As a WMCO user, I want Docker container runtime deconfigured in WMCO so that only ContainerD is WMCO supported. 

      Description

      Once Dockershim is deprecated by the K8s 1.24 timeframe we will only be able to provide ContainerD support in WMCO. We should deconfigure Docker container runtime from WMCO by K8s 1.24 to remain consistent with K8s support and ensure there is only one runtime present on the node.

      Flag defaults to using only containerD container runtime

      Acceptance Criteria

      • WMCO only configures the machine with ContainerD as container runtime
      • Docker configuration is removed from our code
      • README and hack scripts are updated to reflect that only ContainerD is to be used as container runtime
